64:30:03:02. VIN
removed or altered. If the inspecting official is unable to positively
identify a vehicle and has reason to believe that the original identifying
number has been intentionally removed or altered or has reason to question the
ownership documents submitted, he shall deny the application for assigned or
replacement VIN and may take enforcement action.
