Conn. Agencies Regs § 12-574-A1
General provisions
# (a)
Application. The rules and regulations contained herein shall apply to all associations, as defined herein, conducting a thoroughbred horse race meeting for any purse, stake or reward, and where pari-mutuel wagering shall be permitted.
# (b)
Licenses subject to rules. All licenses granted by the commission are subject to these rules and regulations.
# (c)
Amendments. These rules and regulations are subject to amendment from time to time and shall be amended in accord with Public Act 854 of the 1971 session of the general assembly. All licensees shall abide by any such amendments.
# (d)
Waiver. The commission in its discretion may waive any rule contained herein when such waiver shall be in the best interests of the state of Connecticut and the sport of thoroughbred racing.
