Effect of opinions

# (a)
The Arkansas Tobacco Control Board may reconsider, withdraw, or amend prior opinions upon request of a citizen, or on its own motion, by a majority vote of a quorum of the board.
# (b)
In such event, written notice of the change shall be mailed to the original requesting party at the last address for that party provided to the board.
