W. Va. Code § 11B-2-6

Information concerning state finances

The secretary shall ascertain for the preceding year and as estimated for the current fiscal year:

# (1)

The condition of each of the funds of the state;

# (2)

A statement of all revenue collections both general and special; and

# (3)

Any other information relating to the finances of the state as the Governor requests.
