R.I. Gen. Laws § 44-72-14 — Rules and regulations

The tax administrator is authorized to make and promulgate rules, regulations, and
procedures not inconsistent with state law and fiscal procedures as the administrator
deems necessary for the proper administration of this chapter and to carry out the
provisions, policies, and purposes of this chapter.
