Racing secretary
# (a)
Duties. Each association shall appoint a racing secretary who shall discharge all duties whether expressed or implied by the rules of greyhound racing. The racing secretary shall report to the racing judges, as the case may demand, all violations of these rules or of the track procedures brought to their attention, and shall keep a complete record of all races. The racing secretary or assistant shall be present during live racing. The racing secretary shall receive all stakes, entrance money and arrears and pay over all monies so collected to those entitled to receive them, and shall receive all entries and declarations.
# (b)
Inspection of documents. The racing secretary shall inspect owners' and trainers' licenses and all papers and documents dealing with trainers and owners, partnership agreements, the appointment of authorized agents, and the adoption of assumed names and may demand their production in order to be satisfied as to their validity, authenticity and compliance with greyhound racing rules. These papers shall also be available to the division at all times.
# (c)
Conditions of races. Conditions of races shall not conflict with greyhound racing rules.
# (d)
Viewing race. When practical or requested the racing secretary or assistant shall view the running of each race or the videotape thereof.
# (e)
Listing entries. Each day, as soon as the entries have closed and have been compiled and the declarations have been made, the racing secretary shall post in a conspicuous place a list of such entries. Prior to accepting a greyhound entry the racing secretary shall ascertain that all relevant kennels, owners and trainers have been properly licensed.
