Remittance of monies accrued from underpayment in the

mutuels, and collection of fines
# (a)
All monies accruing from underpayment to the public in the mutuels, by reason of error or mechanical mishaps to tote machines, from day to day, shall be paid over to the state of Connecticut by the close of the next banking day.
# (b)
All monies collected as fines or penalties by the judges upon drivers, licensed participants, trainers or association employees shall be paid over to the state of Connecticut by the close of the next banking day.
