34 Tex. Admin. Code § 9.5001 — Applicant Eligibility Requirements
(a)
An applicant that is listed as ineligible to receive a state contract or investment or is otherwise ineligible to contract with a state governmental entity under Government Code, Chapters 808, 809, 2270, 2271, 2274, 2275 or 2276, is ineligible to apply for an agreement for limitation on taxable value of eligible property under Government Code, Chapter 403.
(b)
The comptroller may reject an application based on an applicant's ineligibility under subsection (a) of this section.
(c)
The comptroller shall send notice of the rejection described in subsection (b) of this section to the applicant.
(d)
An applicant may not submit an administrative appeal to the comptroller for reconsideration of an application that has been rejected under subsection (b) of this section.
