34 Tex. Admin. Code § 5.15 — Electronic Funds Transfers - Pay Cards
(a)
Pay cards for state payroll, travel reimbursement, or retirement payments.
(1) The comptroller may enter into a contract to offer state employee payroll, travel reimbursement, or retirement payments using pay cards, an approved type of EFTS payment under §5.12(c) of this title (relating to Processing Payments through Electronic Funds Transfers).
(2) Pay cards may be issued to a state employee or annuitant to provide access to payroll, travel reimbursement, or retirement payments deposited to a designated account at a domestic financial institution.
(b)
Pay cards are subject to Regulation E.
