34 Tex. Admin. Code § 16.214 — Conflicts of Interest; Code of Ethics
(a)
All council members, peer review panel members, and program staff members shall avoid acts which are improper or give the appearance of impropriety in the disposition of funds administered by the council.
(b)
A council member shall recuse himself or herself from participating in the review, discussion, deliberation, or vote on a grant application if the council member knows that the council member or a person who is related to the council member within the first degree of affinity or consanguinity has a professional or financial interest in an entity that is directly receiving or applying to receive money from the council.
(c)
The council may adopt a code of ethics to provide guidance related to the ethical conduct required of council members and peer review panel members.
(d)
Any code of ethics adopted by the council shall be distributed to each council member and peer review panel member, as applicable.
