34 Tex. Admin. Code § 1.373 — Cost of Negotiation

Unless the parties agree otherwise, each party shall be responsible for its own costs that are incurred in connection with a negotiation, including, without limitation, the costs of attorney's fees, consultant's fees, alternative dispute resolution fees, and expert's fees.
