Nev. Rev. Stat. § 369.360 — Rules of Department

The
Department shall make all necessary and convenient rules:
1.  Prescribing the form of reports and
claims made by taxpayers.
2.  Prescribing the time for making such
reports and settlements thereon.
3.  Respecting permissible persons as well
as other importers.
