NAC 361.1432    Certain aircraft owned by certain foreign air carriers do not
acquire taxable situs in this State. ( NRS

1.  Notwithstanding the provisions of NAC 361.1428 , an aircraft that is owned by
a foreign air carrier, based and registered outside of the United States and
used exclusively in international commerce shall be deemed not to have taxable
situs in this State.
2.  As used in this section, “foreign air
carrier” means any person, other than a citizen of the United States, who
undertakes directly, by lease or other arrangement, to engage in air
transportation.
